برابر مصوبه شورای امنیت ملی کشور با هدف نظم بخشیدن به توزیع و نگهداری و حمل شوکر و سایر تجهیزات دفاعی، در اختیار دادن چنین تجهیزاتی به افراد جامعه و به عبارت دیگر مرجع اعطای مجوز برای این امور برعهده نیروی انتظامی است. مشاغلی مانند صرافان، طلافروشان، وکلای دادگستری و حتی جامعه پزشکی و پرستاران و داروخانه های شبانه‌روزی به دلیل حساسیت شغلی بالایی که دارند، زمانی که نیاز به تجهیزات دفاع شخصی مانند شوکر برقی دارند، باید به موسسات حفاظتی و مراقبتی از جمله موسسه محافظین حریم سامان که تحت نظارت پلیس پیشگیری فراجا مراجعه نمایند و دادخواست خود را ارائه دهند

مواد محترقه و شوک دهنده‌ها (شوکر ها)، به حبس از نود و یک روز تا شش ماه
تبصره ـ خـرید و حمل مواد محترقه غیرمجـاز که برای جشنها و مراسم استفاده میشود مستوجب جزای نقدی از پانصد هزار ریال تا ده میلیون ریال است. مواد محترقه‌ای که به تشخیص وزارت دفاع خطرساز نیست از شمول این ماده و تبصره آن خارج است
